The video referenced on this page documents a real fire tragedy. Some images are distressing, but the footage was released for one reason only – to prevent it happening again.
This film clearly demonstrates why:

What Went Wrong – And Why It Matters
A competent fire risk assessment before this incident would have identified:
- Highly combustible soundproofing materials that produced dense toxic smoke
- The danger of indoor pyrotechnics in that type of building
- Inadequate escape routes and evacuation planning
With a suitable fire risk assessment and a well-rehearsed evacuation plan, many of the deaths that occurred in the first two minutes could likely have been prevented.
Smoke Kills – Faster Than Fire
Within approximately one minute, smoke was exiting the building faster than people could escape.
- Hot, black smoke rapidly incapacitates
- A single breath can render a person unable to move
- A second breath may be fatal
Before the two-minute mark, exits were blocked by panic as people tried to escape smoke that moved faster than they could.
Fire engines arrived quickly — within five minutes — an excellent response by any standard. But by then, smoke had already done its damage.
Over 50% of the fatalities occurred close to exits.
Why Prevention Is the Only Safe Option
Fire safety cannot rely on emergency response alone.
If smoke reaches sleeping areas, occupants may never wake up to raise the alarm. That is why prevention, early detection, and planning are critical.
This is why:
- Fire risk assessments must be proportionate but uncompromising
- Evacuation procedures must be clear, suitable, and practised
- Materials, furniture, and layouts must be carefully considered
- Smoke alarms must be fitted, tested, and maintained
Your Legal Responsibilities
Doing nothing because “it won’t happen here” is no longer just risky — it is illegal.
Since 2006, UK law has required the Responsible Person to ensure:
- An adequate fire risk assessment
- Suitable fire safety arrangements
- Appropriate emergency evacuation procedures
This applies to:
- Commercial and office buildings
- Schools and educational settings
- Care homes and residential premises
- Shops, factories, and leisure venues
If your organisation has 5 or more people, you must have a written fire risk assessment and evacuation plan.
If you have fewer than 5 people, the same duties apply — even if written documentation is not legally required.
Warning Signs You Should Not Ignore
You should be concerned if:
- People enter the building without signing in
- New staff have not been properly inducted
- Safety rules are regularly ignored
- There is no clear building management presence
- Maintenance issues are ongoing
- Facilities frequently fail
- Fire alarms are ignored or treated casually
These are all indicators that fire safety may not be adequately managed.
